I ended up doing a little wash in 50/50 thinner and alcohol, with intermittent spraying of straight thinner, followed by a quick rinse. Worked well, and the bumper is drying now.
The roof is next...

Hey man, I'm glad someone who is around those trucks could tell me what they are called! Anyway, I did try 91% alcohol, that is what stripped most of it off (with a ridiculous amount of scrubbing)....
