I wonder if the guts from one of those 1/76 RC cars could be adapted to work? Probably be a LOT easier to do a motorcycle with a sidecar though. Then you wouldn't have a balance problem to deal...

Some of the farm stores around here have some 1/18-ish sorta Bruder trucks that are about the right size. I've got a tilt-back roll-off wrecker that the WPL axles and wheels are a fairly good fit...

Yeah, you probably don't have to worry as much about this thing rolling over when you give it a turn command if things are a little TOO touchy.
