I like your dump and lift mechanism.
Food for thought--Take the dump setup off and drop a fifth wheel on the frame using the same type of mounts.

Look for Chriwstmas tree lights. I think there is about 12 of them on one string and they operate on 2 pen cells and in differant colors. Cost around one yankey dollar.

Go dumpster diving and find a "swifter wet jet " floor cleaner. they have a 6 V pump in them. The inlet is only .050 but they pump like mad.
I saw a photo of one that the person made a new inlet...

You have flanges on both pulleys so there will not be a problem with the belt tracking.
