have you tried swapping the motor wires at the speed controller from left to right, see if the problem moves tracks? Have you recalibrated the Sabertooth after fitting the CTI module, ie...

Joe, can't remember if you cylinders came built or not? But it they are the same as mine, there are 6 bolts on the end, this removes the end cap, inside are two tiny rubber o rings acting as scrapper...

yes that's the same as mine... to be honest now you mention it it does look small and the axle is rather over engineered.
