I've never used Turbocad, only AutoCAD and Sketchup (plus a few obscure CAD programs) but anyway I found this quick tutorial on youtube.
http://www.youtube.com/watch?v=07OxMe0-zOw If that's the same program you are using it looks like you can use the differential scale option, but just type in 1/14 or (0.0714...) for both the x and y values. Of course I'm not certain this will work so make sure you have a backup of your drawing. Hope this helps.
