Help with 5th Wheel

On my King Hauler i built the stock Tamiya 5th wheel. I have not put the trip arm on as I plan to convert it to a manual setup.

But, my 5th wheel rocks forward

I have checked the instructions a half dozen times and I'm positive it is built correctly.

Any ideas of why this is happening?
