you have a redi mix yard near you? if so see if you can get some
acid from a driver. it will bleach the rim white. then start scrubbing. i use grey matter with a red scotch pad and a orbital sander follow by a grey pad till smooth and shiny....... But thank god the wash guy uses acid so i don't have to bust my a$$
