Yes it would be possible. But, hydraulics are very complex to be used on such system. You need a pump, driven by bldc motor+esc, valve operated with servo, hydraulic cylinder and a tank. Now thats a lot more than a simple servo to operate canting keel directly.
Hydraulics are used more because they are cool, look good and are nice to operate. It can be done, it would be cool if you want to make realistic system, but it wouldnt be good as servo operated one.

a simple servo and gyro would probably accomplish the same thing with a whole lot less complexity and weight
