hmm yeah I'd say it has to steer or you will drag it or reduce your turning traction...
might have to search youtube to see what you can find for 4 axle euro trucks and see if there is any in depth videos?

Could it be a dummy steer? Just allow friction to turn the wheels and have it spring centered? Maybe some caster angle to help it track as well?
