In a case like this usually there won't be enough weight on the fifth wheel for good traction so the dolly will be hooked to the trailer and then to a tractor fitted with a weight box on the fifth wheel and loaded down for as much traction as possible. Also depending on load size and weight restrictions you will need a certain number of axles/wheels and tires to distribute the load out.

True enough on flat land but think about when you start pulling hills the weight starts to transfer more towards the back and lifts weight off the drives, specially in cases with tall loads like a transformer that is full of liquid and the liquid all shifts towards the rear. You may not think it's a lot but when you have trucks with high torque and horsepower motors even a little is enough to cause wheel spin.
